Answer 1: Short-Sighted Interpretation: A Strategic Plan is a document that we write (or we get someone else to write for us because we are really, really busy) that lists the projects we want to do for the next few months. It's just a lot more work.

Answer 2: Leadership Interpretation: A Strategic Plan is one physical representation of a comprehensive, inclusive, integrated process within an organizational culture which solicits and captures diverse ideas and expectations and establishes common commitments to outcomes and success indicators for what the jurisdiction wants us to do for them and in which they are willing to invest. It is not "more work" for true leaders. It is THE work of true leaders.

The Course 

This online, live course sets forth the principles of effective strategic planning, why you shouldn't hire outsiders to write your strategic plan, what strategic planning is - and what it isn't. Who should be involved? What's the difference in the annual "wish list" and strategic objectives? How do we make strategic planning a way of doing business rather than a one-time event? Learn the importance of statistically-valid community research as a basis for true Strategic Planning; How to create meaningful Long-Range Objectives and Success Measures and how to put it all together. 

This interactive course is limited to not more than 5 agencies at a time. That allows for maximum attention on the quality of everyone's work products. 

Join me with other members of your team to gain insight into how to be successful in one of the most consistently-overlooked and misunderstood opportunities in your industry.

There are two sessions of 8 hours each. The sessions are conducted with sufficient time between them to allow participants time to craft their work products.

Each participating agency may have up to 5 representatives in the sessions - all for the $2500 tuition. We recommend asking City Council members, City Administrators, County Commissioners, people from State government, Citizens, Business representatives and others who will be instrumental in crafting a meaningful Strategic Plan for your jurisdiction.

Participants who successfully complete the course will receive a Certificate of Completion for 16 hours of online training and a copy of my book, Strategic Planning & Organizational Culture for Public Safety Agencies.

Session 1 (8 hours) Date: January 13, 2025 Time: 0830 - 1630 hours - MOUNTAIN TIME

Topics To Be Covered: Principles of Strategic Planning; The Importance of Beginning At The End; Definitions of Plan, Policies, Procedures; Foundational Logic of Planning; Structure of An Effective Strategic Plan; Developing An Effective Mission and Vision; Integrating Job Descriptions, Task Lists, Performance Evaluations, Policies, Procedures, Decisions and Budget With Strategic Objectives and Success Measures; Public Policing Policy: Chart of Organization for the Strategic Planning Process

Homework: Collect and summarize current and anticipated local demographics, economic development department input on likely changes; calls for service by income and other demographic indicators; draft Long-Range Strategic Objectives. The Instructor will be available off line for additional assistance during this time.

Session 2 (8 hours) Date: February 10, 2025 - Time: 0830 - 1630 hours - MOUNTAIN TIME

Topics To Be Covered: Demographic research presentations; Ideal Chart of Organization; Principles of Organizational Structuring; Measuring Relevant Outcomes; Presentations and Critiques of Strategic Plans and Planning Cycle Calendars; a recording of your presentation and critiques will be available.  The instructor will be available for a 2-hour, individualized follow up session to assist in refining your presentation.
